<p>Meeting was called to order by Chairman Brad Markwood with the Pledge of Allegiance.</p>
<p>&nbsp;</p>
<p><strong>Present:</strong> Ryan Young, Brad Markwood, Randy Beyer</p>
<p>&nbsp;</p>
<p><strong>Absentee</strong>:  None</p>
<p>&nbsp;</p>
<p><strong>Visitors:</strong> Nick &amp; Louise Winegardner Zoning Inspector, Kevin Dailey Fire Chief, Jeff Shull &amp; Scott Baker Fire Dept.  Ron Baker Road and Fire Dept., James Starner Road Dept, Mr. Tipett and Mr. Springer, Residence of Richland Twp.</p>
<p>&nbsp;</p>
<p>Minutes of the last meeting was approved as read.</p>
<p>&nbsp;</p>
<p>Guest Mr. Tipett talked to the Trustees about a ditch near his home.  Trustees told him they would look into it.</p>
<p>&nbsp;</p>
<p>Guest Mr. Springer brought to the Trustees the same problem.  When we had the heavy rain a few weeks ago he had flooding.  He felt there was a problem with the flow of water.  Trustees also told him they would have a look at the situation.</p>
<p>&nbsp;</p>
<p><strong>CEMETERY BID OPENING: </strong>We had three bids to open.  Sandria Winegardner bid for the Woolard Cemetery $350.00.  Tom Greer bid for the Reid Cemetery $500.00, the Stevenson Cemetery $550.00, the Winegardner Cemetery $400.00, and the Pleasant Hill Cemetery $450.00.  Mr. Bernie Sadowski bid for the Custard Cemetery $450.00.  Mr. Beyer made a motion to approve all of the bids.  Mr. Young seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p><strong>COMMUNICATIONS</strong>:  Trustees reviewed and signed the bank statement for February 2012.</p>
<p>&nbsp;</p>
<p>Fiscal Officer gave the Trustees a ballot for the District 17 Integrating Committee.  They submitted one ballot as a board decision.</p>
<p>&nbsp;</p>
<p>Mr. Young reported on the Health Department meeting.   Meeting was held on March 5<sup>th</sup>, 2012.</p>
<p>&nbsp;</p>
<p>Mr. Markwood had correspondence with the Eyman family and they gave him several items that they had on the Pleasant Hill Cemetery.</p>
<p>&nbsp;</p>
<p>Mr. Beyer reported that the County meeting will be held Saturday evening at Violet Twp 6:00 PM.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Shull reported that someone called about burning a couple trailers down.  He told them that they needed an inspection done before they could burn them.</p>
<p>&nbsp;</p>
<p><strong>ZONING REPORT</strong>:  Mr.Winegardner reported that they had one permit for the month of March.</p>
<p>&nbsp;</p>
<p>Next zoning meeting will be held on June 14<sup>th</sup>, 2012.</p>
<p>&nbsp;</p>
<p>Mr. Winegardner said that Paula had typed the new law on Free Standing Telecommunication, wind powered electricity generating towers, and other transmitting apparatus regardless of size.</p>
<p>&nbsp;</p>
<p>Fiscal Officer told the Trustees that she will bring it to them the next meeting.</p>
<p>&nbsp;</p>
<p><strong>OLD BUSINESS</strong>:   Mr. Beyer said that he had talked to Terry Thompson about their legal documents on the plots for the Pleasant Hill Cemetery.  Mr. Markwood said that there was not too much in the paper work that we had received.  Mr. Beyer will ask the Thompson’s to get us a copy.</p>
<p>&nbsp;</p>
<p>Fiscal Officer asked the Trustees to sign and renew the security monitoring agreement for the Township Barn.</p>
<p>&nbsp;</p>
<p><strong>NEW BUSINESS: </strong>Fiscal Officer had the Trustees sign the resolution IN THE MATTER OF:  Drumms Bottom Culvert Replacement Project.</p>
<p>&nbsp;</p>
<p><strong>WHEREAS,</strong> The Board of Trustees of Richland Township request that the Fairfield County Engineers install culvert for the Richland Township Drumms Bottom Culvert Replacement Project.</p>
<p>&nbsp;</p>
<p><strong>WHEREAS,</strong> Per force account.</p>
<p>&nbsp;</p>
<p>Mr. Beyers made a motion to approve the resolution.  Mr. Young seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Mr. Shull asked if the Road Department could contract the salt and spread it on the main street of the Village of Rushville when needed.  Mr. Beyer made a motion to do this, Mr. Young seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p><strong>ROAD DEPARTMENT</strong>:   Mr.<strong> </strong>Starner would like to get a sand blaster to attach to the power washer.  It would cost around $295.00.  Mr. Young made a motion to get the blaster, Mr. Beyer seconded the motion.  Motion passed with three yes votes.</p>

<p><strong>TREASURER’S REPORT RECEIVED</strong>:  All bills were read and discussed, with a motion by Mr. Beyer, seconded by Mr. Young to approve payment of bills in the amount of $12,547.58 and payroll/charges in the amount of $17,542.01.</p>

<p>I, Nancy R Myers, fiscal Officer certify that funds have been lawfully appropriated to meet the above expenditures.</p>

<p><strong>Present:</strong> Ryan Young, Brad Markwood, Randy Beyer</p>
<p>&nbsp;</p>
<p><strong>Absentee</strong>:  None</p>
<p>&nbsp;</p>
<p><strong>Visitors:</strong> Nick &amp; Louise Winegardner Zoning Inspector, Kevin Dailey Fire Chief, Ron Baker Road and Fire Dept., and James Starner Road Dept.</p>
<p>&nbsp;</p>
<p>Minutes of the last meeting was approved as read.</p>
<p>&nbsp;</p>
<p><strong>COMMUNICATIONS</strong>:  Trustees reviewed and signed the bank statement for January 2012.</p>
<p>&nbsp;</p>
<p>Fiscal Officer reported to the Trustee information on the:</p>
<p>&nbsp;</p>
<p>TID Board Meeting on March 8, 2012 at 9:00 AM.</p>
<p>&nbsp;</p>
<p>Fairfield County Community Development Block Grant Program</p>
<p>&nbsp;</p>
<p>Annual Township Highway System Mileage Certification for 2011.</p>
<p>&nbsp;</p>
<p>OSHA compliance 2012 work shop</p>
<p>&nbsp;</p>
<p>Mr. Markwood reported on a letter from the Fairfield County Board of Elections.   The purpose of the letter was that they conducted a survey for ADA compliance at the Fire House on February 9<sup>th</sup>.  They found one item of concern that needed to be brought to our attention.  It was noted that a bench sitting next to the building in the space that could potentially be needed for van accessibility should be moved to ensure full compliance with ADA standards.  Needs to be done before Election Day.</p>
<p>&nbsp;</p>
<p>Mr. Young reported on the Health Department Meeting.</p>
<p>&nbsp;</p>
<p>Mr. Markwood reported on the snow plow accident.  It had gone to court but the girl was still sited and the township was in compliance.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Dailey reported that they had 18 runs in the Month of January.</p>
<p>&nbsp;</p>
<p>He also reported that they had found a 2005 truck online with 8,000 miles on it.  Trustees asked him to get dollar amounts on it and report back on it next month.</p>
<p>&nbsp;</p>
<p>Fliers went out on the CPR class.  It will be some time in March.</p>
<p>&nbsp;</p>
<p><strong>ZONING REPORT</strong>:  Mr.Winegardner reported that they had two permits for the month of February.</p>
<p>&nbsp;</p>
<p>Next zoning meeting will be held on March 8<sup>th</sup>, 2012.</p>
<p>&nbsp;</p>
<p><strong>OLD BUSINESS</strong>:   Fiscal Officer reported that she had received the amended official certificate of estimated resources.</p>
<p>&nbsp;</p>

<p><strong>NEW BUSINESS: </strong>Trustees asked the Fiscal Officer to post in the paper that the bids for the mowing for season 2012 would be opened on March 28, 2012..</p>
<p>&nbsp;</p>
<p><strong>ROAD DEPARTMENT: </strong>Mr. Starner discussed rock salt for the year.  He could order half of our allotment right now and store it.  He asked if anyone knew of another place to store some.  Trustees told him to go ahead and order half of our allotment.</p>
<p>&nbsp;</p>
<p>Mr. Starner reported that all of the signs had been replaced.   He said that the next order would be 40 route signs and 23 road name signs.  Trustees asked for him to get us a price.</p>
<p>&nbsp;</p>
<p>He told Trustees that the trees at Louie Miller’s need to be taken down.  Mr. Markwood said that he would get South Central out and would cut some down.</p>
<p>&nbsp;</p>
<p>Mr. Starner also gave the Trustees the proposed projects for 2012 year.</p>
<p>&nbsp;</p>
<p><strong>TREASURER’S REPORT RECEIVED</strong>:  All bills were read and discussed, with a motion by Mr. Beyer, seconded by Mr. Young to approve payment of bills in the amount of $40,692.46 and payroll/charges in the amount of $12,498.67.</p>

<p>Mrs. Myers, fiscal officer started the meeting with the Pledge of Allegiance.</p>

<p>&nbsp;</p>
<p>Guests:  Kevin Dailey Fire Chief, Ron Baker and James Starner Road Department, Eugene Hill and Brad Shull Fire Department and Nick and Louise Winegardner Zoning Department.</p>
<p>&nbsp;</p>
<p>Mr. Beyer sworn in Ryan Young and Nancy Myers before the meeting started.</p>
<p>&nbsp;</p>
<p>Fiscal Officer took charge of the meeting acting as President Pro-tem.</p>
<p>&nbsp;</p>
<p>Motion by Mr. Beyer, seconded by Mr. Young to elect Mr. Markwood as chairman of the Board for the year 2012.  Motion passed with 3 yes votes.</p>
<p>&nbsp;</p>
<p>Motion by Mr. Markwood, seconded by Mr. Young to elect Mr. Beyer as vice-chairman of the Board.  Motion passed with 3 yes votes.</p>
<p>&nbsp;</p>
<p>Meeting dates were discussed with Mr. Markwood making a motion to have one meeting a month for January, February, and March being the 4<sup>th</sup> Wednesday of the month.  Then the remainder of the year have two meetings a month on the 2<sup>nd</sup> and 4<sup>th</sup> Wednesdays of the month.  Meetings starting at 6:00 PM.</p>

<p>Mr. Young seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Fiscal Officer asked for a vote to adjourn the reorganizational meeting.  Mr. Beyer made a motion to adjourn, Mr. Markwood seconded the motion.  Motion passed with three yes votes.</p>

<p>Mr. Markwood brought the regular meeting to order.  He welcomed Mr. Young to the meeting.</p>

<p>Fiscal Officer went over the office meeting notification from the Fairfield County Engineer’s office.  Mr. Beyer will set up the meeting for the Trustees to meet with them.</p>
<p>&nbsp;</p>
<p>Fiscal Officer also handed out the Ohio Township Association membership cards to the Trustees for 2012.</p>
<p>&nbsp;</p>
<p>Also reported was a letter on Local Highway Authorities responsible for advanced warning signs at railroad crossings.</p>
<p>&nbsp;</p>
<p>Mr. Beyer reported that he had talked to Mr. Herd on the deed for the Rushville Elementary ground.  They have not received back anything yet, but will let us know as soon as they get something.</p>
<p>&nbsp;</p>
<p>Mr. Markwood asked if Mr. Beyer and Mr. Starner would continue to be our FEMA representatives.  Also he asked Mr. Young to represent us on the DAC Council.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:   Mr. Dailey reported that they had not received the Federal Emergency Management Agency Grant.</p>
<p>&nbsp;</p>
<p>Mr. Dailey also reported that the Engine 581 has been repaired, and that they have also received the foam for this year.</p>
<p>&nbsp;</p>
<p>He handed out to the Trustees to review the 2012 Fire Dept Appropriations and Equipment Mileage Year End Report.</p>
<p>&nbsp;</p>

<p>He also reported on the meeting dates that were set up at the reorganizational meeting. They will have quarterly meeting at 6:00 PM on March 8<sup>th</sup>, June 14<sup>th</sup>, September 13<sup>th</sup>, and December 14<sup>th</sup>.</p>

<p>Meeting was called to order by Chairman Randy Beyer with the Pledge of Allegiance.</p>

<p><strong>Present:</strong> Brian Oliver, Brad Markwood, Randy Beyer</p>

<p><strong>Absentee</strong>:  None</p>

<p><strong>Visitors:</strong> Nick &amp; Louise Winegardner Zoning Inspector, Brad Shull Fire Department, Jeff Shull Fire Dept.   Also present was Ryan Packer from Shelly Company.</p>
<p>&nbsp;</p>
<p>Minutes of the last meeting was approved as read.</p>
<p>&nbsp;</p>
<p><strong>BID OPENING</strong>:  Bids for the road improvement were opened.  Only bid that was there was Shelly Company.  Mr. Oliver moved to approve the bid from Shelly, Mr. Markwood seconded the bid.  Bid was approved with three yes votes.   Trustees discussed meeting with Mr. Packer to go over some of the roads to get an estimate on them.</p>
<p>&nbsp;</p>
<p><strong>COMMUNICATIONS</strong>:  Mr. Markwood discussed that he handed in three grant applications for cement and drainage on the Fire Department property.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Markwood made a motion to approve Purchase Orders #:</p>
<p>&nbsp;</p>
<p>#15-2011                     Lifenet System – Five Yr. Subscription         $239.00</p>
<p>#16-2011                     Data Modem Hardware – Heart Monitor      $500.00</p>
<p>&nbsp;</p>
<p>Mr. Oliver seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Mr. Markwood made a motion to approve a Blanket Certificate for Fire Dept Training.</p>
<p>Mr. Oliver seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Mr. Oliver made a motion to accept several new Fire Department employees.  Names were Mike Long, Glenn Cecil, Andy Jacob, Thomas Demper and Leeana Morgan.  Mr. Markwood seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Mr. Markwood received the inventory of the Fire Department.</p>
<p>&nbsp;</p>
<p>Mr. Beyer reported that members of the Hanby House in Westerville are planning on a service to dedicate a newly restored stone for the grave of Samuel Miller, a relative of Benjamin Hanby, at the Pleasant Hill Cemetery.  After these events, they would like to meet at the Fire House for refreshments and use of the bathroom facilities for those attending.  They would like permission to use the building.</p>
<p>&nbsp;</p>
<p>Mr. Markwood made a motion that they could use the Fire House for refreshments.  Mr. Oliver seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p><strong>ZONING REPORT</strong>:  Mr. Winegardner reported that they had no permits for the month of April.</p>
<p>&nbsp;</p>
<p>Trustees discussed Mr. Braden’s property.  Trustees told the zoning inspectors that more needs to be done to this property.</p>
<p>&nbsp;</p>
<p><strong>OLD BUSINESS</strong>:    Fiscal Officer reported that she had contacted OTARMA about the insurance and liability on the play ground and property that the Township may purchase.  The insurance that we have will cover anything that happens on the playground.  We do need to report to the insurance on the playground equipment so that it is covered.</p>
<p>&nbsp;</p>
<p><strong>NEW BUSINESS: </strong>Mr. Markwood made a motion to approve Purchase Order #:</p>

<p>Minutes of the last meeting were approved as read.</p>
<p>&nbsp;</p>
<p><strong>COMMUNICATIONS</strong>:     Trustees reviewed the bank reconciliation for the Month of February, 2011.  Mr. Oliver made a motion to approve bank reconciliation, Mr. Markwood seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>Fiscal Officer reported on information from Bricker &amp; Eckler attorneys at law on understanding the competitive bidding process in Ohio</p>
<p>&nbsp;</p>
<p>Fiscal Officer read a letter from Ohio Department of Agriculture on Joseph and Azure Koehler participating in the 2009 Clean Ohio Agricultural Easement Purchase Program.</p>
<p>ODA wanted to commend both the Fairfield County Board of Commissioners and the Richland Township Trustees for their support to permanently preserve Koehler’s farm.</p>
<p>&nbsp;</p>
<p>Mr. Oliver passed out to the Trustees a copy of the Grassroots Clippings.   Mr. Oliver read that the IRS had increased the 2011 mileage rate to $.51 per mile.  We had originally set  $.50 per mile.</p>
<p>&nbsp;</p>
<p>Mr. Oliver made a motion to change our rate to $.51 per mile.  Mr. Markwood seconded the motion.  Motion passed with three yes votes.</p>
<p>&nbsp;</p>
<p>He also pointed out the LTAP courses to Mr. Starner.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Dailey reported that they had 3 fire runs and 16 EMS runs for the month of March.</p>
<p>&nbsp;</p>
<p>Mr. Dailey asked for a uniform order for T-shirts and Polo’s.  Mr. Markwood felt that they needed to wait on this order until the Trustees received the inventory of the fire house.   Mr. Dailey said that they were working on it.</p>
<p>&nbsp;</p>
<p>Mr. Dailey gave the Fiscal Officer the checks for the EMS Grant and the reimbursement from Township firefighters Association for the LifePak.</p>
<p>&nbsp;</p>
<p>&nbsp;</p>
<p><strong>ZONING REPORT</strong>:  No new zoning business</p>
<p>&nbsp;</p>
<p><strong>OLD BUSINESS</strong>:   Mr. Markwood reported that he had checked about the grant for the fire house and the remodeling of the upper floor would not fall under it.  He said that the cement on the outside of the building would, and he would go ahead and send it in. <strong> </strong></p>
<p>&nbsp;</p>
<p><strong>NEW BUSINESS</strong>:   Mr. Oliver and Mr. Beyer discussed that they had met with the village councils and that they were very interested in participating with the township to purchase and maintain the Fairfield Union Middle School playground.    Need to go ahead and see what OTARMA says about the insurance and liability.</p>

<p>Trustees signed the mowing contracts for 2011.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Markwood made a motion to approve Purchase Order, and approve the check between meetings for the lifepak.</p>
<p>&nbsp;</p>

<p>&nbsp;</p>

<p><strong>MOWING BIDS: </strong>Mowing bids were reviews by Mr. Beyer and Mr. Oliver.  Lowest bids were from Sandria Winegardner for Woolard Cemetery,  Tom Greer for Reid, Stevenson and Winegardner Cemetery, and Bernie Sadowski for the Custard Cemetery.</p>

<p><strong>COMMUNICATIONS</strong>:     Trustees reviewed the bank reconciliation for the Month of February, 2011.  Mr. Oliver made a motion to approve bank reconciliation, Mr. Beyer seconded the motion.  Motion passed with two yes votes.</p>

<p>Fiscal Officer reported that ODOT status of application or order salt would come around May.</p>
<p>&nbsp;</p>
<p>She also reported on an invite for the Trustees to the State of Fairfield County Luncheon, Tuesday, March 22, 2011.</p>
<p>&nbsp;</p>
<p><strong>FIRE DEPARTMENT</strong>:  Mr. Dailey reported that they had 6 fire runs and 12 EMS runs for the month of February.</p>
<p>&nbsp;</p>
<p>He also reported on the cost of gear which could run around $1984/set.   He updated the trustees also on the life pak.  The current unit has been in need of updates.  Their cost of the unit needed to accomplish all patient needs has been determined to be $24,999.55.  This includes a 20% discount by state contract pricing, $3,500 trade-in and if the unit is purchased cooperatively with Upper Arlington and other entities then an additional 5%.  A check would be made payable to the City of Upper Arlington totaling $24,999.55.</p>

<p>Mr. Dailey also reported on new officers – Scott Baker and Heath Meyer Lieutenants.</p>

<p><strong>ZONING REPORT</strong>:  No new zoning business</p>

<p><strong>OLD BUSINESS</strong>:   Mr. Oliver made a motion to approve purchase order:</p>

<p><strong>NEW BUSINESS</strong>:   Fiscal Officer discussed the audit for 2009 &amp; 2010.  Auditor noted some disbursements that were not properly encumbered during FY09 and during FY10.</p>
<p>&nbsp;</p>
<p>Also the auditor noted final amended certificates do not match budgeted amounts reported in UAN per the revenue status report, and appropriations exceeded estimated resources by $114.00 in the Gasoline Tax fund.</p>
<p>&nbsp;</p>
<p>No other findings were found.   Trustees signed the agreed-upon procedures report for the Township as of and for the years ended December 31, 2010 and 2009. They have read and reviewed the agreed-upon procedures report and have agreed to waive the post audit conference.</p>
<p>&nbsp;</p>
<p><strong>ROAD DEPARTMENT</strong>:    Mr. Oliver reported that the Issue II project did get approved.   We will need to come up with 13% of project.</p>
<p>&nbsp;</p>
<p>Mr. Oliver also gave the Fiscal Officer the Purchase Order from the County engineer office with the 2011 allocations of $11,520.00.</p>
<p>&nbsp;</p>
<p>Fiscal Officer discussed the letter that came from the Fairfield Soil and Water Conservation District.  Nikki Drake and Amy Boyer met with Mr. Oliver and Mr. Starner on March 1, 1011 to view several drainage issues along Gun Barrell Road.  Amy Boyer spoke with Joe Koehler, landowner, about grading some soil at the beginning of his waterways to eliminate that problem.  Joe is will to cooperate.  Joe has already contacted a contractor to clean out all three of the surface inlets, planning on completing this work in the next two weeks weather permitting.  The office also was concerned about the upstream activities that have caused the sedimentation in the culvert and filled in the surface inlet bowl.  Mrs. Boyer contacted the upstream property developer regarding sediment and erosion control; they are looking into a solution.</p>

<p><strong>TREASURER’S REPORT RECEIVED</strong>:  All bills were read and discussed, with a motion by Mr. Beyer, seconded by Mr. Oliver to approve payment of bills in the amount of $9,380.32 and payroll/charges in the amount of $2,959.00.</p>

<p>Meeting was called to order by Chairman Brad Markwood with the Pledge of Allegiance.<br />
Present: Brian Oliver, Randy Beyer, Brad Markwood<br />
Absentee: None<br />
Visitors: Kevin Dailey and Brad Shull<br />
Minutes of the last meeting were approved as read.<br />
COMMUNICATIONS: Bank reconciliation for the month of August was reviewed and<br />
approved by Trustees.<br />
FIRE DEPARTMENT: Mr. Dailey reported on the EMS runs for the month of August.<br />
They had 28 EMS and 4 fire runs.<br />
The Department would like to have a Halloween party at the fire house. Also they are<br />
starting the pancake breakfast again.<br />
Fiscal Officer asked for an approval of Purchase Order:<br />
#31-2010 Davis Battery Sales $114.86<br />
Mr. Beyer made a motion to approve the purchase order and Mr. Oliver seconded the<br />
motion. Motion passed with three yes votes.<br />
ZONING REPORT: Mr. Markwood asked that the Trustees meet with the Holder<br />
Corp. about another lane on Gun Barrel Rd, lot #3. They would like to meet Saturday<br />
morning around 8:30 on site.<br />
OLD BUSINESS: Trustees signed a proxy statement for OTARMA appointing Nancy<br />
Myers and Brad Markwood as the individual and alternate to act as liaison between the<br />
“Member” and the “Pool” for the purposes of relating risk reduction and loss control<br />
information. Mr. Beyer made a motion to approve this statement and Mr. Oliver<br />
seconded the motion. Motion passed with three yes votes.<br />
NEW BUSINESS: Mr. Markwood brought up the subject of another siren. We would<br />
be able to get another one. The Trustees decided to let Rushcreek Township go ahead<br />
and take this siren and when it comes up again we would be first on the list.<br />
Fiscal Office asked for an approval of Then and Now Purchase Order:<br />
#30-2010 Shelly Materials Inc $92,556.13<br />
Mr. Oliver made a motion to approve then and now purchase order. Mr. Beyer seconded<br />
the motion. Motion passed with three yes votes.<br />
Fiscal Officer reporting that we had received our Official Certificate of Estimated<br />
Resources from the County office. Mr. Oliver made a motion to approve the official<br />
certificate of estimated resources, Mr. Beyer seconded the motion. Motion passed with<br />
three yes votes.<br />

<p>Meeting was called to order by Vice Chairman Randy Beyer with the Pledge of<br />
Allegiance.<br />
Present: Brian Oliver, Randy Beyer<br />

Visitors: Kevin Dailey Fire Chief, Nick &amp; Louise Winegardner Zoning Dept, and<br />
James Starner Road Dept.<br />
Minutes of the last meeting were approved as read.<br />
COMMUNICATIONS: Fiscal Officer reported on an e-mail from Cindy Shy. She was<br />
asking if the Township would support a proclamation for Constitution Week September<br />
17th, through 23rd. Mr. Oliver said that he would work on the constitution.<br />
Also the Fiscal Officer reported on the public records training and the national incident<br />
management courses that are needed to be taken.<br />
FIRE DEPARTMENT: Mr. Dailey reported on the radios inventory. They have 26<br />
portable, 200 radios, 8 mobiles and a base.<br />
Dailey also told the Trustees about the Dispatch Banquet that will be held on September<br />
10th at 12:00. The cost is $12.00 per person.<br />
ZONING DEPARTMENT: Mr. Winegardner reported that they had eight permits for<br />
the month of August.<br />
Mr. Winegardner said that they had several complaints this month on properties not<br />
mowed.<br />
OLD BUSINESS: No business<br />
NEW BUSINESS: Fiscal Officer reported on the Resolution Accepting the Rates &amp;<br />
Amounts as set by the Budge Commission.<br />
General Fund/Current Expense Inside 10 Mill Limitation $23,100<br />
Road &amp; Bridge Inside 10 Mill Limitation $74,000<br />
Fire Protection Outside 10 Mill Limitation $197,000<br />
Mr. Oliver made a motion to approve the Resolution, Mr. Beyer seconded the motion.<br />
Motion passed with two yes votes.<br />
Fiscal Officer asked to approve Purchase Order#<br />
29-2010 OTARMA $16,836.00<br />
Mr. Oliver made a motion to approve Purchase Order, Mr. Beyer seconded the motion.<br />

ROAD DEPARTMENT: Fiscal Officer went over with the Trustees, Fire Chief and<br />
Road Department all the vehicles and inventory for Insurance. Some corrections were<br />
made to the inventory.<br />
Mr. Oliver explained and reviewed the Ohio Public Works Commission five year capital<br />
improvement plans. Trustees will come up with a plan for Richland Township.<br />
Mr. Starner discussed some of the road work and need of stone. He asked for stone on<br />
Miller Siding Road and Grubb Road West. This could cost a total of $7968. Trustees<br />
felt he should go ahead and start with Miller Siding Road.<br />
Mr. Starner also discussed some equipment that Walnut Township would be having for<br />
sale.<br />
He also discussed the road signs and that they will need to be replaced by 2012.<br />
Trustees felt that we should adopt a policy on how we are going to get them replaced and<br />
how they are going to be inspected. Mr. Oliver is going to work on the policy.<br />

motion by Mr. Oliver seconded by Mr. Beyer to approve payment of bills in the amount<br />
of $7,227.04 and payroll/charges in the amount of $11,678.06.<br />
