BOARD OF RICHLAND TOWNSHIP TRUSTEES Download the February 24, 2010 minutes February 24, 2010 Meeting was called to order by Chairman Brad Markwood with the Pledge of Allegiance. Present: Brian Oliver, Brad Markwood, Randy Beyer Absentee:  None Visitors: Nick & Louise Winegardner Zoning Inspector, Kevin Dailey and Brad Shull Fire Department. Minutes of the last meeting were read as approved. COMMUNICATIONS:   Fiscal Officer discussed the District Advisory Council Meeting for March 2nd The fiscal officer also handed out information from the Auditor of State on info bulletin 2009-003- House Bill 458 changes Mr. Beyer reported that the mileage for 2009 was now 55 cents per mile.  Mr. Beyer made a motion to change our rate to the .55.  Mr. Markwood seconded motion.  Motion passed with three yes votes. Mr. Oliver reported that a Mrs. Alexander and e-mailed him about some old papers from the township that was found in her fathers home.  She wanted to know if the township would like to have them.  Trustees discussed this and felt it would be nice to have the paper in our records.  Mr. Oliver was going to contact her and let her know. FIRE DEPARTMENT:   Mr. Dailey reported that they had received the bed cover for the engine.  He also reported that they would be having their annual dinner on March 7th at 6:30 PM.  All were invited. Mr. Markwood made a motion to approve Purchase Orders: #17-2009       Richland Twp Firemen’s Assoc      $1200.00 Reimbursement for expenditures for Daily, Baker, Hill & Slivka For 2008 FDIC in Indy. #18-2009      OSFSI                              $200.00 Training for Ralph Hugus – course on executive skills Mr. Beyer seconded the motion.  Motion passed with 3 yes votes. ZONING REPORT:   Mr. Winegardner reported on the permits to the Trustees.  They had received one permit for a swimming pool and had sent one junk car letter. OLD BUSINESS:  Trustees decided to go ahead and have the Fiscal Officer send out the letter to have the bids in for the road paving on March 24th, 2009. Mr. Beyer asked if Mr. Oliver had heard anything about the school grounds from the Fairfield Union Board of Education.  He said that they were going to discuss it at their next meeting. NEW BUSINESS:   Mr. Markwood and Mr. Oliver reported on the meeting that they went to with the Engineers.  They also reported that the plans are being drawn up for Pleasantville Road and Gun barrel Rd. ROAD DEPARTMENT: Trustees discussed some of the roads that are in need of resurfacing.  Will decide further when we get the bids in. TREASURER’S REPORT RECEIVED:  All bills were read and discussed, with a motion by Mr. Markwood, seconded by Mr. Beyer to approve payment of bills in the amount of $6412.21 and payroll/charges in the amount of $10,867.22. I,  Nancy R Myers, fiscal Officer certify that funds have been lawfully appropriated to meet the above expenditures. A motion was made by Mr. Markwood to adjourn the meeting.  Mr. Oliver seconded the motion which was approved with 3 yes votes. BOARD OF RICHLAND TOWNSHIP TRUSTEES Download the February 10, 2010 Minutes February 10, 2010 Meeting was called to order by Chairman Brad Markwood with the Pledge of Allegiance. Present: Brian Oliver, Randy Beyer, and Brad Markwood Guests: Kevin Dailey Fire Chief and Ron Baker Fire Dept. Minutes of the last meeting were approved as read. COMMUNICATIONS: Trustees reviewed and signed the bank statement for January 2010. Trustees discussed date for meeting with the County Engineers. Mr. Beyer will set the date up. Fiscal officer discussed the weight limit reductions on the township roads. The trustees also signed the annual certification of the township road mileage. Fiscal officer also reported on several meetings and dates. County Regional Planning Commission meeting scheduled for March 2, at 7:230 PM and the State of Fairfield County Luncheon on March 2, at 11:30 AM. FIRE DEPARTMENT: Mr. Dailey discussed tires that were needed for the truck. It would cost a total of $1,455.88. Mr. Oliver made a motion to approve the tires. Mr. Beyer seconded the motion. Motion passed with 3 yes votes. ZONING REPORT: No new zoning business OLD BUSINESS: Mr. Oliver reported that he had discussed with Mr. James Starner to look into getting Time Warner for the township road department’s computer. NEW BUSINESS: Fiscal Officer reported that she had received the amended official certificate of estimated resources. General Fund $242,581.31 Motor Vehicle License $24,073.11 Gasoline Tax Fund $102,886.34 Road and Bridge Fund $132,799.13 Fire Operating $282,755.13 MVL Permissive Tax $31,670.30 Fema $1,736.55 Total $818,502.07 Mr. Oliver made a motion to approve the certificate of estimated resources and Mr. Beyer seconded the motion. Motion passed with 3 yes votes. Mr. Oliver made a motion to approve resolution IN THE MATTER OF: Approving the construction drawings for the FAI-CR17-14,789 Pleasantville Road and Gun Barrel Road profile improvement project. Mr. Beyer seconded the motion. Motion passed with 3 yes votes. ROAD DEPARTMENT: Mr. Markwood reported that the road department was keeping the road in good shape. Also Mr. Oliver said that the department still had plenty of salt. TREASURER’S REPORT RECEIVED: All bills were read and discussed, with a motion by Mr. Beyer, seconded by Mr. Oliver to approve payment of bills in the amount of $6,281.95 and payroll/charges in the amount of $7,793.04.
